Abstract

The rapid expansion of urban areas has significantly influenced peri-urban development, creating complex challenges in land-use planning, infrastructure provision, governance, and socio-economic sustainability. Kuala Selangor, a growing peri-urban district, faces land-use transitions, governance fragmentation, and socio-cultural shifts that require a structured and strategic approach to peri-urban planning and management. However, the lack of a clear framework for peri-urban neighbourhoods hinders effective policy formulation and urban management. Therefore, this study aims to develop a framework of neighbourhood characteristics for guiding peri-urban development in Kuala Selangor. The objectives are (a) To classify and structure the neighbourhood characteristics of peri-urban areas in Kuala Selangor for effective governance and planning, (b) To analyze the effects of urbanization and land-use transitions on the sustainability of peri-urban neighbourhood characteristics, (c) To explore the socio-cultural dynamics influencing peri-urban communities and (d) To develop a comprehensive framework that guides peri-urban neighbourhood development in Kuala Selangor. A qualitative case study approach was employed to gather data using Focus Group Discussions (FGD), Semi-Structured Interviews (SSI), and document analysis, engaging government agencies, urban planners, local authorities, and community leaders. Findings reveal that peri-urban neighbourhoods are shaped by five significant dimensions: governance and policy structures, land-use transitions, infrastructure and service provision, socio-economic adaptation, and sustainability strategies. These dimensions highlight the need for strategic governance alignment, improved infrastructure planning, and socio-economic resilience to support balanced peri-urban growth. The study proposes a governance-oriented framework integrating national, state, and local policies to facilitate coordinated and sustainable peri- urban development. This research contributes to urban governance, land-use management, and sustainable development by providing a structured approach to peri-urban planning. The findings guide policymakers, planners, and local authorities to address peri-urban challenges more effectively, ensuring balanced and inclusive development in rapid urbanization.
